Delphi 3 Midas apps not usable with BDE 5.1.1.

Résumé: The exports for DsProviderGetDataPacket and dsResolver are missing.
The IDAPI32.DLL file included with BDE 5.1.1 does not include two exports, DsProviderGetDataPacket and dsResolver. This will cause Midas applications written in Delphi 3 to fail when used with it.
The workaround at this time is to use the IDAPI32.DLL file that comes with BDE 5.1.0.
