3rdRail 2.0 Installation Notes

So I am using All-Access to run 3rd Rail.. It looks like when it initially downloaded the application (to run in the common screen) it does not do any installs of the extra stuff(i.e. ruby, db stuff etc.) So what is the best way to get all of this on my windows XP machine?
