What are the steps to install the third-party VSS plug-in into JBuilder? 

Solution:

Please note that this plug-in is not certified by CodeGear, and thus technical support for it is not offered.

Go to Help | Software Updates | Manage Configuration

Next, make sure the "Show Disabled Features" button is selected, and expand the "...\JBuilder200?\thirdparty\eclipse" node.

Finally, scroll down and select "VSS Plug-in Functions for Eclipse <version>", and then in the right-hand pane, click on "Enable"

Restart JBuilder when prompted.
