Solution:
Q1) Does the customer have to buy a copy of the Developer Client for each 
       machine that the client is to run on?

A1) No, the customer needs to have purchased ONE copy of the Developers 
       toolkit .  The customer is then able to install the Developers toolkit on as 
       many machines as necessary.  The license restrictions will be enforced 
       on the server (through the users limit).  If the customer purchased the 
       5-user NT server (WI-V4.2.1) or the 4-user Win95 server (WI-V4.2.1) they 
       get a copy of the 32-bit developer's toolkit.  If the customer purchased the 
       the 5-user NT server (NI-V4.0A(4) kit or the Novell server (NW-V4.0A(4)) 
       they get a copy of the 16-bit developers toolkit.


Q2) If the customer develops an application with Delphi/CBuilder C/S do they 
        have to buy client licenses for InterBase for each machine that they wish 
        to deploy this (client) application?

A2) No, To deploy the application they need to have purchased a copy of the 
       Developers toolkit.  Since the C/S version comes with a copy of the 
       Developers toolkit no additional licenses are required. See Question 1.

Q3) If a developer has Delphi/CBuilder C/S and wants to develop InterBase 
        applications with other client tools (Visual Basic, Visual C++, ...) do they 
        need to buy a copy of the Developers toolkit?

A3) No,  the C/S version of Delphi/CBuilder comes with a copy of the 
       Developer's toolkit so the customer has rights to develop client 
       applications with any client tool that works with the client kit.
